Because of the 2 extra dice. It is just better raw dps, even so without any stacks, than any other weapon Tempests can equip. Nothing is even close. (7) 1d8+3 is 15 unadjusted damage, that alone is huge ( around 90 a hit on average ). Then the Whelm bonus benefiting Razor scales those 2 dice even further making Razor + Whelm the best raw dps combo on bosses and trash ( assuming someone has vac/dust stacks ).
Here is some quick math for Razor/Whelm vs Beacons I did other night.

411 vs 343. This is using 0 damage from character and just solely weapon damage using scourge doublestrike and scourge offhand doublestrike values. The disparity in the numbers will get even larger once character damage is accounted for and Whelm's OC bonus on Razor starts to shoot ahead massively. Hundreds of points difference after player damage hits that critical multiplier, and maybe thousand or so higher on helpless.
The Razor+Whelm combo beats any other possible combination. And I am pretty sure 2 Beacons beat anything that isn't Razor and Whelm.
