I would try to fit the long shadow set if you are twf because 14d6 with attacks is just too good to pass up + you get 10 mp too

Yeah, it depends on party composition. Having a few people with Shattered might work out just fine, if only because multiple attackers can help proc it more often to refresh it and get more up time.
I need lama to come up to try and see the difference on a kobold beatdown. If Shattered set is within a few seconds ahead or behind, consistently, then it is the superior choice, by far. I suspect it is because its passives and set combos are so good.

I'd say you can keep the debuff up 80% time without haste boost, 95% with.
I like debuffing, have Flow + Suffering on mine. Prowess + Shattered.

Soulrazor + Whelm is best DPS
2x Beacon is solid
2x Flow or Flow + Nightshard or Timeshard for CC
2x Vulkoor's Edge or Thunderforged for all purpose DR (otherwise; 2x Morninglord for silver+good, 2x Syranian for adamantine+good, etc)

Level 27: Ok now, but someone punch me in the dick next time I think of leveling a ranger.
