I sort of looked into EQ adventures. Its mostly just one guy doing it. Unfortunately he cant do much past the character creator and the first town area. Rip Same goes for Matrix online.
I had read an article on it a little while back that implied it was a team of at least 4 or 5 with a couple cheerleaders on the side, but that's actually encouraging.
Figure, EQ adventures had to literally create the emulator from scratch(the servers were LONG gone) AND make it run on a console. The fact that 1 guy even got as far as making the game be able to load is a bloody miracle.
DDO has several advantages - the servers are still running, its PC-based, and there's a fully functional Asheron's Call server out there that's open-source. That in itself actually makes a big difference; its considerably harder for SSG to shut down an emu project that's open source.
While I don't expect some rogue to do it on there own, that factoid tells me it's perhaps much easier than I expected to make one of these things work. Just needs a handful of people with the skillset.
