High reaper tank cap build

I'm looking for a build that can tank reaper and r1 cap raids at least. I'm thinking about doing it on my main, I have 3 racial action points, and can get more, plenty of pay lives.

14fighter/5pally/1wiz split has a good rep amongst people. You prolly wanna LR into it @ level 30 because tanks can be pretty hard to level.

On the mobos Atheok has a thread on it.
