If you just want to level, use forrester's brush hook and new feat swords to plowshares and kama proficiency, going strength based with divine might.

It's metalline and aligned with heroic and epic versions, so it works on pretty much everything, and will be 12-20x5 in heroics.

Divine might will increase accuracy on bosses 5%, and going elf will give another 6%, which will increase the odds of confirming those crits significantly, plus you won't get constantly tripped and murdered while on the ground by half the mobs in DDO.

Cha does seem low. I forgot some stuff. Ship buffs, Racial completionist, filigrees, hat can easily be swapped for quality combat mastery.

What number are you targeting outside of reaper?
