This is a link where we argue and there are a few gear layouts from 2 updates ago. I don't think the quality 5 charisma boots were out yet, but they became BIS after that. There's a gear list I use that includes them on page 2 here with some explanation.

Since then, they nerfed draconic a little (Dragon breath cooldown) and fixed some sources of crit chance that were allowing us to crit cap (the robes set from sharn). IMO you want to be using the ice staff now from KT but maybe they changed that to.

I can definitely vouch for the gearset. I was able to figure my way through r10 solos of soul splitter at that time. Again on second page.

CC a pack -> meld -> eburst /dragon breath -> clean up with nukes/finger
Once meld is down abuse geometry/kiting.

I burnt out on the game though so maybe someone else has a more recent set. I don't think they've changed much in the past few updates though since there was no endgame content. On the mobos there's a dude named Gilga that did some good solos and duos of r10. Not sure if he's still kicking.

The high end racial enhancements for dragonborn are OP on a sorc. Unfortunately, you won't have enough AP to cover water capstone + air t5 + high end dragonborn racials without a lot of racial reincarnating.

Tiefling? Well, it gets a cha bonus...so it's not bad.
