For the 45ish minutes it was taking for me to go from 18 to 20 I suppose it probably makes little difference. I know in epics that 10% cooldown + Magister Spell School familliarity 15% is pretty neat. Then again +9% crit chance might be better still... this is what in came design we call an "incomperable".

Personally, I find casting spells faster to be more "in flavor" for a sorc, so I go for speed, but there is no right answer.
