The fact they do not promote some one is kinda funny.
Either the employees are not qualified or do not want the hassle that goes along with it.
Is there even anyone who has experience on the DDO engine and code?
The people they have seem to struggle with it most of the time.

The sets have the same power overall (big mistake) the items based power is better too, but are weaker than lvl 21 borderlans items, someone said in the discord that raid items should have the extra level power as the legendary raid items have right now, but I guess that didnt make it. They should just get someone new in the staff who has no history with the game and hire back all the original coders without having to have a cock size war and just get the shit fixed.   You could hire them on a temp basis or just hire them and pay well so they stay.  Also hire a master hacker and pay him even better so when they leave you have something to hold over their head so they don’t fuck with shit from some back door bullshit. 

It’s like putting off the way you know it must be done right, but you don’t feel like it because it’s harder.  Rip off the bandaid.  I also get that it’s probably harder to do without causing losses to all those who paid for shit and put tons of time into characters to allow them to be brought over to any newly coded version of the game.

Bottom line is I always picture it like someone is too cock proud to go say sorry to whoever they fucked that wrote the original code.
