Ya, I can't see anyone dropping $100 bucks for a cosmetic mount but maybe I'm wrong. Not for me.
It bums me out when quality artwork is put into a cosmetic and isn't put into the game itself. The game needs fun quests with new mobs. I'd love an Underdark quest---the optional in "Search and Rescue" could have been its own quest.
XP, RXP, and progression in general are so fucked though that it is hard to see how they can incentivize people to progress any more. You either play because you enjoy the game, or you are a drooling retard caught in a power fantasy that takes years of pointless grinding, a fat wallet, or some fun cheating.
Cosmetic progression is one of the few ways a game can incentivize long-ass grinds without burning the player base. The reward is immersive and doesn't affect balance. Instead SSG have decided to give them away too easily (e.x., their dogshit anniversary event) or sell them. The hardcore rewards have been great for the game but you can't monetize those rewards without devaluing the event itself.
Then you get into cosmetic inflation... where everyone looks like a FUBAR fairy dog with pixie eyes, and you wonder if you're playing DDO or furies online.
TLDRSomeone at the development studio played POE and realized they could try and squeeze the lemon a little more.
