As far as i can tell it has no effect at all. jumped from the ledge from meridia to the base of the twelve and it too me 15 seconds to get to exactly the same spot.

It was confirmed about a year ago.. whether it is still that way I personally don't know.  It never bothered me since I typically only F on about half a second, right before I hit the ground from a fall.
