Yes, in summary monsters use a heavily simplified percentage chance on whether they hit you, whether you hit them, and whether your spells land. 

The entire AC system is actually based on a 'miss chance'... this is why you see so many misses when you are blurred... much more than 20%

There are actually 4 blocks from what I can tell.   AC has a range of 8 (or 10...) And monsters have heavily simplified percentage chances of hitting, broken down into 4 'blocks'.   The second swing in their animation moves them 'up a block', and the third may move them up '2 blocks'.

Say you are in a lvl 13 on normal, and the AC 'target' is 42.  There is a range around 42 and that is divided into 4 blocks.   

If your AC is below 36 monsters have a 100% chance of hitting you.

38-40... 75% chance to hit you

42-44...50% chance to hit you

45-46...25% chance to hit

47 or over and they will not hit you.

Blur moves you up one block, Displacement moves you up two blocks.

2nd swing for the monsters moves them up a block
3rd swing moves them up two blocks.

RAGE MOVES YOU DOWN A BLOCK


Hitting monsters uses a similar system and if you are moving you essentially 'move down a block'   Spring Attack removes that penalty.   

DC's are the same... there is no complicated system of saves and each monster does not have save bonuses nor do they make rolls to save.   It is more like a much more simplified 'range' much like AC, with smaller 'blocks'.   Having a spell focus feat for example does not give you '+1 DC'.  It is more like moving you 'up a block' on the percentage scale.
