I suspect they have a chart that shows the percent of active accounts that own packs. The lower saturation packs will probably get some loot upgrade love at some point to encourage more purchases.   


Restless Islands, 'nuff said. I honestly wouldn't mind if they dumped the whole scroll/seal/shard system in sands and moved to 'heroic comms to upgrade' one.
