It makes sense to me.... why would turbine want first lifers to ED mobs and solo stuff they shouldn't be able to land in the first place. While multi past lives wizzys and completionist should merit the right to do so.
Way to miss the point.

If Energy Drain gets a save, only multi-past-life-et-cetera
Pale Masters (or PM's with secondary Necro AM in the new enhancement system) will be able to land it in order to debuff saves, leaving only one viable route to DC casting. CC is tough enough as it stands, with some great multi-life wizzy players being unable to land spells even with Energy Drain and hence migrating to Shiradi AM's in droves.
Energy Drain is a Necro spell
any arcane/cleric/FvS can use to debuff because it doesn't have a save. If you need to specialise to the hilt in Necromancy in order to get the necro debuff to land, you're left with the option of full-retard necro casting, or casting only spells with no save.
This isn't about first-life casters soloing EE's - they're doing that right now with Shiradi - it's about the nerf bat turning DDO into a game where you essentially have only Predetermined Option A or Predetermined Option B to build a viable caster, despite a raft of UI elements making it look like you have choices.
