Well, 2nd edition rules are simple.
You're just walking around a wheel on one of the 2 super highways; the Astral or Ethereal planes. You just take your exit when you get to your stop.

Just a guess here but I think there will be a just a quest giver like Haunted Halls. Outside chance of a planescaller teleporting you to a staging area they call Hommlet. No town, no outdoor area... just Haunted Halls like entrance.
For the Time being my Wild Assed Guesses on where they are going to put the questgiver/entrance are :
- Tower of the Twelve ( there's all the unused options on the Planescaller there that begs to be used )
- Hall of Heroes ( to make it less of a huge wasted development time, to start making it look like a Sigil Annex and to make sure those that comes for it will reach it as soon as they leave the Veteran I ship... No time wasted : make an account, buy Vet I, create a LVL 7 Gimp, Enter Hall of Heroes, enter ToEE,, Get your ass handled at the second room because you're an underequiped gimp that has no clue about the game )
Or is it Vet II for LVL 7 ? ( I lost track of that... it's been so long since I created a new character that wasn't a mule )
