So they want players to run a lvl 30 quest to get loot 2-6 levels lower than they are? Who's genius idea was that?
You didn't notice because you're always running Elite... which adds 2 to the chest level ( like the quest ).
The official reason invoked at that time was that the loot table didn't extend beyond LVL cap ( 20 since the reason was given to us at the time of the raise to 20 ),
all the tables had to be 'nerfed' so that the item progression would be linear and there was no way to end up with chests above LVL cap.
So the chests that were hit the most are all the Old Epic chests, the 16-20 Chests and the former ( Pre-enhancement Crash/MoTU ) end game chests.
But all the chests were hit... ( Co6 got a -2 Level for example )
So with VON3 ( Heroic ) as example :
LVL 9 Quest, Elite : LVL 11
LVL 7 Chests ( that's what Heroic VON3 earned ) with +2 gives you LVL 9 Loot.
LVL 9 Loot :
- LVL 8 wearables ( armor, jewelry, helm, ... )
- LVL 9 Weapons
So you won't really notice that there's something wrong.
Now if you do that with ToD chests :
ToD is LVL 20. on Elite that's 22.
Chests are LVL 17 for the following reason : +2 ( Elite ) +1 ( Chest Blesser ) +1 or +2 ( Jewel ).
Now since at that time loot table didn't go further than 20, for everything Amrath and for all the old Epic quests there also was a hardcoded cutting.
if Chest level after modifications went over 20, then chest level was set to 20. ( it caused some whining )

It can't possibly be as hard as they make out?
Everything is too hard for these guys!!
It's not really hard, but it's time consuming, as you have to go through each and every loot table and make it point back towards old stuff.
There's one fuckinbg table for each level for the generic chests ( that's 30 tables ), plus one or more table for each and every 'special chest' ( end quest chest, named chest, ... ), plus one for each and every quest reward, one for the chain reward, and more...
Long, tedious, time consuming and the most important bit :
It does not look well on a resume... you can't really write : repaired the loot that was broken by a former colleague. It's better to make new stuff for resume padding.

I assume that if we pull a Rodrak and start posting the item generation tables and give hints at how to un-Ghostbane them they will eventually have to do something... after having banned all the people that posted this kind of information.
