I mostly solo due to no interest (mainly). I try to pug as much as I can because I enjoy doing quest with other people (i guess it s a distraction on how much some of them suck) but the most of the time it goes:
I put up a lfm for a quest or chain.
Wait 5-10 min for anyone to show up.
End up doing the quest or chain solo due to no interest.
Pretty much the only thing I have seen interest in lately is very low levels or epic content, the middle seems to be devoid at best, completely dead at worse.
New players mostly fail to make it last level 7-10 I would say.
So all you have left are vets who probably don't want or need to join pugs.
The problem they have is a vicious cycle.
Players put up lfms and get low responses, so they eventually stop.
So it appears as though there aren't many lfms for new or social players.
The thin playerbase is spread across time zones, play times, servers and even character levels.
My guild is mostly US/Canadian players and they tend to play weeknight evenings, because they have families and are busy on weekends.
This means most of my guild is on in the middle of my workday, and on weekends when I can play, they're not! Doh!

Fortunately I have some overlap with Europe so I do see Flav and a few other Vaulties on.
