I tried having a conversation on this in the forums, and it wasn't well received. Swashbuckle with the throwing ax mixed with deepwood sniper and throw your weight around. All level ups into con, twist over the throwing speed from Shiradi, and go dreadnaught, spending so you can get headsman's chop and masters blitz. Your final crit multiplier on 19 - 20 is x6. Sinking everything into con allows for the high hit points, etc. and gives you the option to switch to dual wielding dwarven axes for melee if you want to spend some into tempest.
edit: My bad I think it's x7 with a totaly range of 16-20.
Drawbacks noted in the discussion is mainly the lack of speed that star chucker's enjoy

At best you would be getting 1 + 70'ish Doubleshot = 1.7.
A well made chucker gets 1 + .74 + .74 + 60 (Assume Killer, though giving small net discount for not full stacks, with fullstacks now I get 69% before 10k). + 2.5%-60% from 10k (1-20 levels of Monk, half time). You realistically so thats 1.7 v ~3.5 missiles per throw.
SWB gives 17-20x3 (with IC), headmans gives 17-18x3, 19-20x4.
This compares to a crit profile on a Thrower of 19-20x2 with IC, with no option for Headmans Chop.
Devastating Critical and Overwhelming Critical, along with Sniper Shot are all available to both builds, so we can cancel them out for a basic calculation.
So then, lets say your Shuriken does 100 Base Damage:
Throwing Axe
.05*0+.1*300+.1*400+.75*100 = 145 (I know I know, seeker, proc damage, etc. It doesnt make THAT big of a diff). 145*1.7 = 246.5 Damage a throw.annimation
Shuriken
.05*0 +.1*200+.85*100 = 105 * 3.5 = 367.5 Damage a throw.animation
This doesn't even take into account that 50% of the time a Monk will have ~50 More Ranged Power than a bard due 10k adding Wisdom to RP. As you can see, crits are great, but more missiles is still better.
If I screwed the math or crit range calcs please correct, I haven't rolled a Bard to test in a while.
And finally, many throwing axes don't even work with IPS, you do the animation but the game does not actually calculate a missile. This includes TF axes, I don't know about LGS.
