I would still keep ToEE set. For the proc builds I made that needed DC I offhanded a Wisdom item, but that's a different story.

Did that factor in the additional damage from ranged power for 150% SA scaling and from spell power for T3/4 AA elemental imbues?

Definitely ToEE offhand. Mainhand choices are all kind of bland. MF for non legendary, Crippling Flames for legendary trash, whatever GS for legendary bosses. Vacuum, Vigor and Triple pos are hotswaps.

I didn't do a bruntsmash test.  I just ran months worth of ee/le missions and raids.  Solo'd a bunch and also ran a bunch with other end-game players in various fotm builds.  The ToEE set always seemed to be more effective when looking at mission clear times, red-named burns and KC vs other skilled players.

I realize my method is not very scientific but I figure 2 million+ plat worth of enhancement resets, gear swaps and 5+ months of repeating end-game missions and raids gives a pretty solid baseline for comparison.

I think the ToEE set is as good, if not slightly better, than going with a 15/7/2 LGS offhander and the Celestial Guardian outfit. In the end though, it's so close that it doesn't really matter and my suggestion to anyone pondering it would be to go with whichever option you can acquire the easiest.  If you have the ToEE stuff, use it.  No ToEE ingredients but have plenty of LGS and the Celestial outfit, use that and don't bother farming ToEE.

Re: bows, I used an Epic Sapphire Sting because I happen to have one from the ToEE farming and didn't feel like using the ingredients for LGS or ToEE upgrades.
