Pretty sure I saw this sort of build a while back on Sarlona, not sure if it'll be viable in LE. Works fine in EEs though.

No, no it doesn't; no one's soloing EE on a jug.  The DPS is shit, movement speed is shit, all it can really do is range (i.e. perch) and self-heal.  That combination alone (attacking at a distance and self healing) makes all kinds of shitty builds "viable."
