That's pretty cool. I wish it was one example of the hundreds of times they've been ultra responsive to well argued suggestions. As opposed to one example out of about five.

I suspect adding that feat to the monk feat list was pretty trivial.

Assuming they use some sort of relational data base, I would suspect that there are a series of boolean flag fields in the feats data table for "Fighter Class Feat", "Monk Class Feat", "Wizard Class Feat", etc. 

This change was probably a simple as changing a 0 to a 1 in said data table.  The other possibility being that they normalized a little further and there is a Feats_Classes table and they had to add a row with the ID for the Spring Attack feat and the ID for the Monk Class. 

Regardless, I doubt the change was technically challenging.  Easily executed in a few minutes.  The larger concern (and time commitment) would most likely be in determining the impact of such change on builds and relative power.  Any time the change a class' features, they have to consider how it impacts the power level of the class in relation to other things you can do with that class and also consider multi-class ramifications.  I think this change clearly had limited impact overall, and thus, was easy to decide to move forward on.      
   
I suspect that the majority of changes get caught up more in the "mapping the in game impact over the web of combinations and permutations that can result from a change" vs. the technical challenge of actually executing the code or database change.  Although, I am sure that in some cases the change itself is technically easy, but after mapping out all the impact of a change and then developing safeguards/alterations to prevent abuse, that the programming/execution of the safeguards/alterations takes a simple change and makes it technically complex.

Surprisingly, there were several good changes suggested in that thread on the motherboards that got added to monks on Lama pretty quickly.
