He's DDO's drug-addled builder equivalent of Google's "I'm Feeling Lucky" search button.
He just throws whatever random combinations that run through his drug addled brain into a build planner, hammers out the incompatibilities, saves it, then instantly goes and posts it on pretty much every thread remotely related to any part of his build and a good portion of the threads that have nothing at all to do with it (aka shitposting). The summary of those posts is usually along the lines of
"My new retarded_build_2342 is the bestest evah! Oh yeah, I'm the bestest greatest of all time. Worship me!". Then he gets instantly triggered when someone tells him that he's a special kind of stupid and needs to stop posting.
He used to shitpost his builds builds here, too. Then he got his feelz hurt when multiple people told him he was bad at DDO so he deleted the majority of his posts, choned, and migrated to the stupid-nuturing land of the mobos.

http://www.ddovault.com/cgi-bin/yabb2/YaBB.pl?num=1455570887/53. For context, even back then during the time of Elite/EE and level 25/28 caps, he freely admitted that he mostly ran Hard/EH and that most of his "best build evers" were theorycrafted fluff that he hadn't actually tested in-game.
I think the root of his delusions harkens back to a time when one or two of his random crap builds ended up being passable and people complimented him. This instantly convinced him that he was god with an understanding of DDO beyond the ken of mere mortals.
