It would have caused less damage to what is left of their reputation as well. If you get permabanned, you can call the game company jerks, but the reality is, you exploited, and that happened to be the price.
Item deletion (and EDs!!!) makes the actions personal against the player in a way that a ban never could. Just the idea of some GM pawing his way through your character's stuff and removing XP is going to bother many people. This type of action opens a window for the exploiters to paint themselves as victims.
Eventually, the exploiters will more than get even. The word of mouth they spread to their friends and people they meet will be fueled by an eternal burning hatred against Turbine, a hatred that a permaban alone would not cause. That hatred will burn hotter with every report of people who got away with it, who bought back all of their stuff, etc.
Turbine can't even punish exploiters without making the company look worse than ever, and hurting their own bottom line in the long term. What a bunch of incompetent, inconsistent idiots.
