Yes, that's what we are.
I don't know how we have been selected, but it is clear that the selection cover all the spectrum of players, from the flower sniffers to the powergamers, from the not TRing ( me ) to the completionists chain TR people.

So they are not like politicians, elected to represent certain interest groups. They have been selected to express opinion's based upon they way they play and interact with the game.
Whilst her method of communicating is rather abrupt, she is not an isolationist - she does appear to spend time and resources helping others players enjoy the game, so I have no issue with her selection.

Turbine has blurred the lines a little by publishing the names of the PC, and many of them say they are happy to discuss player issues, so they are behaving like they are an elected council, but they are not.
While we are a focus group we have been allowed to bring up issues that we consider important.
Right now my pet issue is the whole mess generated by more unrelated crafting systems than I care to count.

I believe the fundamental purpose of this group is as a focus group, to provide early feedback on ideas, not playtest alpha or beta ware like Mournlands was.
No way we are going to playtest anything, since we don't have our own dedicated server.

Flav is here seeking opinions and feedback, and getting unduly flamed for it, but in the end he is not the Vault's token council member, and is not obliged to represent our jaded, narcissistic, corrupted views. He is on the PC, because Turbine saw that he represents an interest group they want views from.
I've got a tough hide don't worry. I can survive Vault Flame.

Another important thing that should be considered : the DDO Player Council is
not the LoTRO Player Council, we don't have the same objective and we don't have the same rules.
