makes sense of this for me (Why is it reading each tier individually, rather than just tier 3)

(Effects): You benefit from your D N T NotForPlayers! eff_enh_wildhunter_throwingisawesome_1.
(Effects): --- Feat modifier to Thrown Attack Speed: +20%
(Effects): You have multiple effects granting an Feat bonus to Thrown Attack Speed that do not stack. ( D N T NotForPlayers! eff_enh_wildhunter_throwingisawesome_1 and D N T NotForPlayers! eff_enh_wildhunter_throwingisawesome_2 )
(Effects): --- Feat modifier to Thrown Attack Speed: +40%
