So i wanted to make make a build focused around cc + DANCING i was thinking that a Drow bard would be the best way to go about doing that. From what i can tell bards have less spells with higher DC than Wiz. I was wondering what to do for feats. I know i need the spell focus feats and heighten spell for DC but i was wondering how important the feats for overcoming spell resistance were (Spell penetration feats)
Were you trying to talk in Trade Chat?
Spell Pen. = Wasted feat.
Useful only when fighting drow. Even then, you can often use a no res. spell.
Silence is golden, but I only get silver rolls.

that frees up 2 feats, which is nice, so i was thinking mental toughness and greater mental toughness, spell focus and greater spell focus, heighten spell, extend spell, and maybe maximize?
no idea how the tr got there

Stick with one Spell Pen feat, you can always get rid of it later if you wanna stay at cap for long time.
But it's needed if you wanna twist spell pen from destinies, especially for bard which is 3 behind arcanes.
It's not that easy to get no blue shield at level against drow.
Anything is better than stupid Mental toughness, really.

I was under the impression that Bard was the best for CC because bard had the highest DC for cc spells, but looking at ED wizard tree i am starting to wonder if its better just to go with the wizard for the higher spell level.
bard tier 6 spells +8 to DC on enhancement tree
Bard ED: +5 arcane castor level +2 dc
6+8+7=+21 to DC
wizard tier 9 spells +2 dc on enhancement tree, (not including +2 on vampire because it would pose a major decrease on survivability)
Wizard ED: +5 castor level, +3 to dc, additional +3 to castor level,
9+2+5+3+3= +23 to DC
wizard seems to have higher DC than bards, get more feats, and more spells...

While they could, the fatesinger tree is essentially made for bards, and by not taking it while i could get the maximum possible DC on spells (+25), I feel like i would be loosing a lot. My songs would essentially be useless and all the other bonuses in the tree are not that good for bards. not to mention that if i include vampire into the build the DC for a max wizard with vampire is 24 while the max possible is 25 (27 if i include racial and Harper but that applies to both cases so it does not change the fact that the difference in dc is 1). In short, for the purpose of CC i see no advantage to being a bard.

You can Twist the Magister +3.
Fatesinger will probably give another +1 via Cha increase in cores +1 from Echoes stance/stat increase, if desired. Also the boost to Perform increases song DC.
Otherwise, I missed earlier that you included the Fatesinger +7.

Actually, Lich gains that +2 back via Int, if I recall correctly.

Second edit: Just FYI, there are folks here who know much more about this stuff than I do. I've played these classes, but I've spent much more time on Artificers, Clerics, Fighters, and Rogues.

the wizard gets much stronger and more varied dps spells and more defensive spells such as blur plus it can use the inciteful damage on the Harper tree that i would be using anyway for the + enchantment dc mod from range additionally perform only effects the bard x per rest songs and not his spells (except his sonic damage spells which are weaker than wizard spells anyway).
This begs the question, do the built in buffs from the bard and the +hit/damage on the tree provide more damage than using Inciteful hit/damage on the Harper for an intelligence based wizard? I don't know... I will be putting most all my points into Charisma for the bard so my strength will prob be pretty low
another issue is that wizard does not get a heal unless i go robot in which case i would louse the + Enchantment Dc mod on the Drow racial.

What is do you mean twist? (not really familiar with high tier play)
not trying to be argumentative I am just trying to bounce ideas around in order to find an ideal build. Its helpful to have opposing ideas (at least for me)

He is referring to Epic Destiny powers.
As you progress thru ED's you earn fate points that unlock twists of fate.
As you can only have 1 active destiny at a time, these allow you to retain powers from other ED's.
In this case, you could be in the Bard ED, but keep the Magister ED's +3 to DC's.
It takes time to earn them (most people get max of 3 twists), and they're limited to tier 4 powers.

The good bard CC is performance based, not spell based.

if you want to be a dancing bard just get swf line both enchant dc's and heighten, mental toughness is a total waste please dont get it
go cha to dmg
when something is helpless from cc it takes 50 percent more dmg and if you twist sense weakness 80 percent more dmg,
if you do this stuff it should be some pretty nice sustainable dps while having a dance party

i have to disagree if something is helpless it takes 50 percent more dmg and if you twist sense weakness 80 percent more, thats almost double the dps of a bard who isnt doing that
fascinate is usefull in certain situations but i like to KILL

If killing mobs is where you get the most enjoyment out of the game, your advice is solid. If bypassing mobs who do nothing but slow down your xp/min. is where you get the most fun, then 5-Foot's advice is solid.

They are not mutually exclusive. OP asked about the best CC. Fascinate is easy to get to no-fail levels because the DC is based on your performance skill.
Now if you're maximizing your charisma, then on the same build you can get the best CC from above plus helpless DPS from Frozen Fury.
Advice to the OP: forget spell focus, heighten, spell pen. Maximize your charisma (taking cha to damage), then max your perform skill (for no-fail fascinate), then max your stunning DC for frozen fury (+12 stunning and +6 combat mastery gear). Cast Otto's Irresistable once in a while when you want to laugh at a dancing mob.

yea i know fascinate is very good , i dont really play for xp/per min that just makes the game seem like grinding to me, he obviously gonna be maxing perform anyways, every bard should
yea i personally like warchanter swashbuckler, but the thread was titled "dancing" so i wanted to give him something dancing related that would still be viable

I actually TR'ed my cc Spellsinger into a cc Battlemage (don't laugh, I have enough characters to try stupid things) a couple months ago. Spellsingers getting to use Mass Hold seemed like a game-changing improvement, but the 20 second cooldown was terrible to deal with in-game. Mass Hold Monster on Wizard is on a 6 second cooldown and it makes a world of difference.
Since Mass Hold Monster is the bread and butter of a CC arcane, Bard really can't compete with Wiz or Sorc in that department, in my opinion. The trade-off is that Bards get songs that can CC anything with some investing in Spellsinger. You may want to consider the types of mobs you are trying to CC when making this decision.

The one in the swashbuckler tree does it add the additional stat to damage or replace?
so if i had +3 strength mod and +4 Charisma mod and used Smooth Flourishes would it add my +4 Charisma mod to my +3 strength mod for +7 or would it use Charisma INSTEAD of strength for damage?
