I think everyone is perhaps approaching Locked and Loaded the wrong way:

Most people are looking and saying "These are hand wraps with caster effects."

When perhaps they should be saying: "These are staff effects on hand wraps."

A subtle but important difference in framing.

Consider this:

A quarterstaff, even recycled from old art, requires an item graphic.

Hand wraps have NO graphic display AT ALL. And a recycled icon.

It's Turbine.

yeah, if you are chain or blast casting, your weapon doesn't show anyways.  And of you are aura-locking, you carry a shield, so...no handwraps.  It doesn't make any sense.  Interesting, as well, that on a warlock item they ignored the GOO's acid pact damage but did include Fire and Sonic.

There is some loot I may use when I would find it by chance and some quests I may run for alternation. If the update won't bug out anything important I am fine with it. The trick is not to expect anything and be glad about everything that is more than just maintenance.

You know, those daggers don't actually suck, now that I look at them.  Sure, they aren't TF with Tier 3, but then they shouldn't be on that level anyways.  If they made me reconsider a TF weapon, they'd be too OP.  They look better than any non-TF dagger out there.  Better than any (non-raid loot) short sword, too, from a damage basis.  Probably worth having for who are still working on getting their phlogs together.  Two TF tier 3 items is 60 runs of dragon raids. 

I won't get them because I don't play a character that uses daggers (or even short swords).  But I can see where they might fit. 

(Yes, I know daggers are weak as weapons in general, but I don't want them to just make handwraps, rapiers, scimitars, khopeshes, falchions, long bows and great cross bows)

Same goes for the throwing dagger.  Given that there are only 4 named throwing daggers in the game(the highest level of which is 20), it is decent, until you can craft a TF dagger to replace it.  The Repeating Heavy xbow fits in this category too.  Better than anything but TF out there for repeating heavy xbows.   

The real problems I see are that the bracers are complete shit and make that set unwearable.  The trinket is god-awful and makes that set unwearable.  The saves ring is a total joke that I wouldn't wear at level 8, let alone 28, and makes that set unwearable.  The fact that 3 of the items are complete crap makes the 6 item set also unatainable and useless.  The other ring, boots, and neck are weak, but not without some merit in some builds where you don't have a ton of MoD and DoJ raid loot.

The quiver fits if you aren't going to run at least 60 MoD's per toon.  (Because it isn't dropping and you aren't taking it over Litany and another item on most any toon). 

The wraps seem like a bad idea.  The tower shield sucks.  We've gotten a lot of better ones lately, by far.  The Orb is probably focused on helping the DC casting issues in Amrath.  It is basically the DC casting version of the libram (which is all nuke-casting related).  And I'm not liking the docent or the robes.  I guess it is another source of the Insight Potency (which is cool), but I really can't see them working right now.

I was on Lamma and the repeater didn't hit anything. It used ammo and ran through the firing animation though. Other repeaters worked fine. Hilarious.

Turdbin, keep changing the DDO rules, because McDonalds sold over 200 billion hamburgers by changing the recipe for their Special Sauce every couple of months to keep interest up.

That is mostly a boatload of meh at ML 28. Most would be desirable at ML 20-24 or so.

The quiver will be a clear best in slot for any ranged character that can't afford -50 to concentration. (10k stars shuriken chuckers and monkchers) I would still probably want it on others though since speed, insightful sneak attack, and stealth strike are potentially available elsewhere.

The boots aren't special in and of themselves, but they free up bracer options without giving up that save bonus. (Considering my typical bracer progression on almost every character/build is Guardian at 15, Sun Soul at 20, Ethereal at 27)

The trinket fails to compete with e Litany, but 14 seeker is nice so I could see a pally or other good-aligned character wearing it or maybe a trapper that wants to have the seeker and search and spot slotted all the time.

The necklace looks like junk, but is helped out by the fact that there isn't an abundance of amazing necklaces right now.

The sheltering/fort ring is worth a slot if you don't already have those effects slotted, but the other ring is a complete joke.

The daggers are decent I guess. I like how they compliment each other, several of those abilities will apply to both hands.

The Necklace is probably the best of the set gear and is definitely helped by the lack of decent ones that don't annoyingly spawn eidolons all over the place. 

If the ring was Sheltering +30 and the fort was +150, then the ring would be a solid item at ML 28. 

If they had made all this stuff ML 26, I'd be a lot more interested in some of it as leveling gear.
