Both correct and terminally stupid. The devs don't know what they want to do, either.
Even visiting their fantasy-land for a moment (where the devs are able to plan, and aren't prevented by management from spending time thinking of what they want, and then prevented from getting it done), anyone with a brain can see it doesn't add up.
It puts players in a Catch-22 to ask for data, but not tell them which data would be useful. That's some fucking gall gall to go and pretend it was the player's fault their data didn't fit the dev's plans.
It's outright offensive, and discourages the only players who actually want to help.
Of course, it is your own fault if you expect anything different. Turbine has mastered the art of squandering resources. Infinite Crisis should have taught you that much.
