1) means some ICD on chance to proc, or maybe 1 proc chance/cast max? If this is true shuriken are good because all of the different shuriken in one throw used to bypass ICD. Fast attacking melee would probably also work. I'm leery of repeaters now, because I don't know the hidden ICD vs repeater fire speed. The three shots are awfully close together.
