I was not aware I had to make a post for a build, to be first at doing it. I first made a toon by the name Shurikannon in 2009, when Orien first came out (back when DDO went f2P if memory serves). Draconic reinvigoration not working for me for some unknown reason. I tested both off-hand shortsword and mainhand shuri with draconic reinvigoration. Is it bugged? I have the MP/RP boost from DWS...

The boots aren't doing much. I could do slaver boots with Deception, Hide, and Quality dex and then swap the cloak to keep Adherent set. But I would lose Ghostly,...and I don't want to invest mats in a placeholder set.

I'm not seeing it. Not without giving up more than it's worth. Maybe start over from scratch and don't go for the adherent set?

Can easily give it up. And Using Adherent means a lot of gearing restrictions that won't be made up by those set items. Like, Max con and insight con, no need of wisdom swaps for 10k. Having all 3 varieties of Deadly, Accuracy, and Deception.

The only thing you really lose with Adherent is the 20 prr. Litany more than makes up for the RP lost.

Yeah, have to take the feat to wear this set up and not get miss chance on ghosts. I'd be fine with it, and not like Ninja Spy doesn't cover the defensive portion. It should be fixed to grant the hit. There is no reason turning incorporeal shouldn't grant you the ghost touch bypass.
