I have one. It is a cool effect. I should test it out some more. But it doesn't seem like it's worth it compared to Reinvig + 35% AP or 25% stacking threat reduction + Imp Deception. (I really can't overstate how valuable Reinvig is to a build that maintains 100% action boost uptime.)
Maybe in some sort of max CC situation. But then blind mobs are liable to make the melees cry.

I spent quite a bit of time running an Echo in offhand when RL was new. It's ok, but the proc rate on Brilliance isn't high enough to make it better than a TF with DI + 35% AP.
And yes, blinding trash mobs in high skull reaper runs will make your group's melee hate you, particularly tank/intimi builds.
In short, the two best options for a shuri build's offhand are a DI + AP Thunderforged weapon for DPS and a Rebellion for extra threat reduction on raids and high skull stuff.
If you want CC on a shuri, use LGS ice or salt shurikens, twist Stay Frosty, Whistler, Pin, etc. If you're really desperate, you could run in Shiradi destiny for nerve venom but you take a big hit to DPS by doing so.
