The tactic of using a shield is "don't hit me". It already has its bonus.

The correct context of "tactics" here is the group of special maneuver attacks in game. (e.g., Trip, Sunder, Stunning Blow)

You don't think brute force is an advantage when you are trying to trip, sunder, or stun someone?

In P&P you can also disarm people, and indeed you get a built-in +4 bonus on disarming and sundering. You'd probably get that bonus on Stunning Blow as well if that were a thing in P&P.

Now I know who to fight. Everything involves tactics...You choose when to sunder vs. blocking; when your energy is spent as well as which fingers of your offhand for the striking. when to drive from the legs. Unless they have a polearm, they actually get less opportunities to reach your body with your ability to make a strike of opportunity.

Frankly, handwraps make the least tactical sense.  I guess someone had a fear of gloves.

Why should they bother seeing it as an issue ?

It's not overperforming compared to monchers, warlocks and any other build of the month, so there's no issue.

The issue is caused by the exact same thing that causes THF being better than TWF at heroics, really TWF is garbage at heroics, just like THF is garbage at cap. The same thing is also causing spell DPS being kind in heroics and garbage at cap.

This is due to heroics/low skulls being a zerg, where you want to herd the maximum mobs as possible and destroy them at once. That is not possible at cap, where what you want instead is single target DPS.

So the conclusion is that in heroic situation AoE DPS rocks, while at cap single target rocks. You just can't change that without breaking the game. This is why the DEVs are unable to balance high reapers for dps casters, and why it will be impossible to make THF work the way you want it. If they actually were good, then high reapers would become a zerg and nothing would be different from 2016 legendary elite.

Thought two handed could use a little buff. And wolves could use a nerf. DEVs are always incompetent to balance DPS between 2 things that have very different attack speeds, this is why wolves have always been so superior since 2012 druid release, with a few months of parentheses last year while it sucked, they really don't understand well the advantage of the wolf attack animation.
