You're missing druid levels.
Hm... I'm trying to figure out what's so attractive about druid levels. It provides access to Empower Heal, which is nice. It's redundant with Ranger in terms of Ram's Might. It gives a big spell point boost, which may be useful. What else?
Is it wolf form? While the expanded critical range is great and is hitting for 9.5 d10 instead of 9.5 d6 would probably improve damage against red and purple names, you would lose your off-hand attacks while shapeshifted, right? If so, I assume that would present fewer opportunities to trigger Mortal Fear on trash.
Is it natural fighting? I assume this would involve not shapeshifting into a wolf but still making use of the 18% doublestrike, which would increase the opportunity for Mortal Fear to trigger. Still, that feels like a lot of feats... I think that build would end up shy of 6 Ranger and have to forgo Furyshot and Improved Martial Arts to fit in three ranks of Natural Fighting. On the other hand, going that deep would provide access to self healing via Cure Serious and Cure Critical Wounds.
Is it beguile? I can see how that would be great with 100% offhand strikes and upwards of 35 to 40% doublestrike. Still, I was thinking that using Adrenaline Knockdown to mitigate incoming damage would be enough, and striking so often I'd expect Adrenaline charges to regenerate often enough.
Is it the Doublestrike action boost? If so, were you planning on running this build in Legendary Dreadnought and Master's Blitz instead of Fury of the Wild?
Is it all of these and I'm just not seeing the trees and not the forest? I assume a potential split would be something along the lines of 11 Druid / 6 Monk / 3 Ranger for level 6 Druid Spells, Natural Fighting, access to 25% Incorporeality, and 100% offhand strikes by way of Tempest 2.
Then again, an alternative is 12 Monk / 6 Ranger / 2 Druid and still pick up Beguile and Doublestrike Action Boost, go Human for the extra feat to fit in Empower Heal, use Cocoon for self-healing, and run in LD to have 20-some minutes of action boosts.
Are any of these hitting at what you're hinting at?
