	What's the best build for leveling off destinies, if there is one? I always get discouraged and TR as soon as I gain an epic level or two.

	If you're running EH it doesn't matter, anything is fine.

	What do you enjoy playing in heroic? Do that. Playing through off destinies on my favourite character, I always found something fun (if mostly ineffective) in each destiny.

	Nobody levels destinies in EE, that I am aware of. The XP/min is shit. If leveling destines in EH, then it doesn't matter. As far as what is the best class for leveling destinies, probably the same as the traditionally fastest classes for leveling in heroic. Divines and Arcanes for the most part. Have some way to get your running speed as fast as possible.

	Grind ID w/some bonuses. 4-5K/min is half or less what it was, but still more than you're going to get anywhere else.

Post U19 I'm not as sure of my ground, but my favourites as a soloer when I had time to worry about it were always pure Monk, Sorc, DC Wizard (with or without Monk or Rogue splash) and caster Cleric (likewise splashed or not). From what I gather, it's still straightforward to have meaningful DC's on EH content even off-destiny, and you'd be mad to farm XP in EE's. I'm kinda struggling with the same problem right now; I went ahead and levelled my Wizzy as a Shiradi build as I'd never had one before, but that particular toon only has about half his destinies capped... and a Shiradi build that isn't in Shiradi has a hard time even in EH (well, not so much "hard" as "sloooooow").
