It still kills quick thanks to Woo Woo, and killed really quick when stunning blow caused autocrits.
But yeah, the 'DPS' is poo.

Nope.
Staves do get glancing blows from regular attacks. They do not get glancing blows from Cleave and Great Cleave.
Per my quote above, QStaves have the same attack speed as greataxes.

Obviously not top-dps...but will 13 rogue/3 druid/2 barb work out acceptably on a TR at 20 toon? My son is really anti-monk but wants a stick toon that has druid in it and that's what I've come up with so far. 1 rogue at the start for skill points, 1 barb for run speed, 3 druid for forms/spells/reaving roar, then go all-out on the rogue levels after that.

On a TR, sticks are a nice choice - a number of these listed advantages of TWF and unarmed over qstaves aren't that huge while leveling, so it's not a bad choice per say. Druid/Barb has some kind of antisynergy, as you can't cast while raged, but both have some nice options to enhance damage. I'm not sure if a different split than 3/2 would offer more.
If you can, I'd try to fit in Stunning Blow.

I think that really clinches a thought I was having then...having him go with 2 fighter over the 2 barb at level 18. It would let him fit in Stunning Blow as well as tactics boosts.

So would T5 Shintao be the superior destiny for melee druids then? Also, is EMG considering that you'll be using assassinate? I wasn't thinking about that. Does it work in wolf form?
Also, why are handwraps better than everything else again? (probably a dumb question, but eh)

Nope. Kukris and Daggers=/=Shorswords.
Only one build keeps you centered with EMGs:
9druid/8fighter/3monk > t5 Fighter
Keen edge+one with the blade, which ironically gives you +1 to crit threat, but no multiplier.
Depending on if Keen edge works before Imp.crit or after
the crit profile of EMG would be: 13-20x2 or 14-20x2 (earth stance excluded)
Note: It may also be an option to reach 30+ Int score for the lovely +10 enh bonus to EMGs.

These are Winterwolf builds, wraps make no difference to attack speed.
