That's pretty much all it means; As much druid as you need for wolf form (two levels minimum, I like nine for winter wolf form and access to the Natural Fighting feats) and basically anything with some synergy.
You'll want the TWF fighting feats, since off hand attacks are actually full main hand attacks with the way TWF works with animal form. So basically, your attacks have a % chance to doublestrike based on your off hand attack %, with an additional chance to doublestrike normally. There is a way to get the single weapon fighting bonuses as well as TWF, but that is on Sev's radar to fix (aka nerf bat to hell) in the near future, so it might not be something you want.
I like PA/cleave/gr.cleave for other feats. You need IC Bludgeon for your crits, since animal form is coded like unarmed, even though it does slashing damage.
You can throw in just about anything you want after that. I've been using Munk's
Pastlifenmo build to get a lot of past lives, and it works fairly well into epic, and could be very good with more tweaking (and not need nine levels for a past life.)
You can use any weapon you like, since your base damage is always the same, but the enchantments in your main hand weapon are added on, as well as passive enchantments (like +stun, deception, con-opp, etc.) on your off hand.
The "clunky" attack animation does take some getting used to, and you'll find new stuck spots in the environment that you never thought possible, but it's pretty awesome.
5 Foot's U25 Wolf build, on the first page in this subforum, looks pretty solid, but like I said, you can do just about anything you want.
