I reckon zero. 
WB owns the IP, not sure they have a track record of giving stuff away for free, even though it might be logical from our perspective.

I'm not sure open source would solve the woes of DDO though.
Who would determine the direction of DDO:OS?
Does it cater for raiders or casuals? 
IMHO, DDO could benefit from community help, but it still need professional mgmt and oversight.

If anyone thinks the forums are bad, I can only imagine what the forums for DDO:OS would look like....

Open sourcing would be a wonderful idea if they'd allow it. Given just how much is actually in the game, it would likely rival Gmod (or blow it out of the water). Even a partial open sourcing so they could have people submit actual bug fixes for examination & implementation would be amazing. But as was stated, IP is probably going to get in the way, especially with just how many parties are involved. Open sourcing is something that would benefit players & make it more fun, which is something they're not about to consider.

They may be able to opensource the graphics engine (but who
the fuck would want that?) - I doubt very much they'd be
able to open up any of the systems - too engrained with
licensed IP.  The biggest impediment would be the amount of
work required to OS the bits of it they could.

There's no benefit to anyone.

Would not happen.  This is extremely rare in the video game industry and almost unheard of in the MMO segment.  Most of the open source releases are in the FPS/RTS genres and are from very small companies who saw very little success.

Just imagine what kind of game we could have if the code had its bugs fixed, crafting systems streamlined, and otherwise worked efficiently as it could.

Chances are no one would go any further than "fixing" the loot tables.  Cannith Crystal on Norm is guaranteed drop unbound +7 tomes!

Maybe they would take enough time to bring back the bag bug and duping.

Found an important paragraph that pertains to this question:

"Let's talk about the decision to empower players to run their own servers. Why did Turbine decide to do this, and what will it entail? Will players be given the source code to modify? How much control will Turbine retain over such servers?

This goes back to our desire to find a better way to handle supporting a game that has reached AC's stage of development. It's a very exciting project, and we look forward to working with the community to make it happen. We will not be releasing any source code. We will work to enable players to run their own server and create live events. If this goes well, we hope to release the tools that will allow players to modify their server's game data and perhaps add their own dungeons or landscape areas. This is a community-focused initiative, and we're going to do our best to give players what they want."

why do people have to keep asking that fucking question again and again and again when the answer is obvious?

Facts :
- D&D is an IP owned by Hasbro through WoTC.
- DDO is a D&D Licensed product.
- WB is the owner of the DDO IP.

No way two huge multinationals are going to give away something they own.
They are in for the money and as long as the money flows DDO will live.
Once the quarterly incomes gets lower than the quarterly expenses you can expect DDO to go the way of the Dodo.
