Anything above regular weapon focus requires fighter levels of some quantity. Basic weapon focus can be taken more than once to grant more Power based on the focus type.

I have ToEE about 16.6% more DPS than Balizarde in a straight up comparison. But that is not taking into account the ToEE adding the 24 MP to your main hand weapon as well.
