Not really.  21 spell power shy of CC and only 4 effects you'd care about means that 2 CC sticks or flaming forum post and a stick is a better option.

With the flaming forum post set you pick up the 21 sp, some wizardry, 2 ins evo, and another red augment.

2-handed caster items are long dead and with the new "4 effects max and nothing better than CC" policy they will continue to be dead.  The strahd staff is an exception because it breaks all those rules.
