The gear is actually nice. The problem is that a lot of players have crafted cannith and slavers stuff and changing that is an expensive bitch. And the additive value to do so is kinda missing.
Even with the flexibility of the slavers stuff sliding to two different slots, it is still limiting. Once you have invested that many mats in things. And the 5 piece set bonus, especially for casters, is hard to pass up.
This. I have a 5 piece set on my main that she put on at Lvl 8 and is still wearing in E-star. I literally won't have anything better until almost cap, and by then I'll just TR again so grinding Legendary Slaver's is moot.

They are in a no win situation with the dragon breath. It is either going to be not powerful enough (in which case it becomes a novelty and waste of time) or too powerful, in which case dragonborn join Bladeforged in the short list of OP races. Finding that balanced middle ground is a bitch.
It is tough to get the power level just right on some of these secondary abilities. Turn Undead is another example. It is mostly a novelty because of scaling issues.
Also this.
I will simply acknowledge that every Sorcerer, Favord Soul, Warlock and Paladin in DDO will now be a lizard, and enjoy the OP Dragonborn goodness myself.
While simultaneously pretending I'm not playing anything resembling Dungeons and Dragons in the process.
As an aside, I'm 99% sure all my Dragonborn are going to wear that earring-bangle frill option.
