I don't know... I thought they did a good job on the look of the cloaks.
The fact it took 12 years to get them implemented when LOTRO had them from day 1 is a bit of a head scratcher, though.
I like that they aren't overworked Anime dross... covered in Plates and jewels an other ridiculous ornamentation. Medieval cloaks weren't much more than a rough cloth thrown over the shoulder and clasped around the neck anyway.
Verisimilitude, FTW.
That being said, some of them do look good: The Reaper cloaks, the Mimic Cloaks, the Mysterious Cloak and Greensteel cloaks all look great. The Mantle of the Worldshaper is completely unique. The Slate Scale capelet looks exactly like it's description. They're all SUPPOSED to be OTT so for them that overwrought look makes sense.
I liked the understated monochrome patterns of the Nightsinger's Mantle and the geometric homeliness of the Cloak of Flames.
The 70's kitchen appliance Olive Green + Poo Brown of the Earthen Mantle and the muted green of the Moss Cloak are tasteful as well.
I even got a giggle out of the Fairy Princess pink of the Glimmer cloak (looks good on my Self Warlock).
There are a lot of things I could (and do) gripe about in DDO, but cloaks aren't one of them.
Of course, YMMV.
PS- Anyone know what the Mantle of the Dragonfriend or Cloak of Ice look like? I got a garbage bag of Mirrors and I'm not afraid to use them (actually I am, they can't be crunched at that new vendor. I call bullshit).
