I for one, do not believe that "lack of talent" is the problem (although under-staffing might be).
The REAL problem as I see it is how the staff's talents are being utilized. Getting the most from people is the producer's job.
And as we've seen, the current DDO Production Lead is of... Lesser quality.
Soft management skills (re: People skills) and talent ASSESSMENT are what makes things fly. Getting people to play to their strengths while mitigating the gaps in expertise and throwing a rug over the scuff marks.
Petulant and domineering bosses looking to pad their CV by stepping on the corpses of their staff's careers and well-being does not aid or assist in this endeavour.
Best Advice (for this Blue Sky Expansion that will likely never see the light of day, see "Desert, Anauroch") is to leverage the Art Department to make shit look super sexy-slick, and keep the coding and level design well within the wheel-house of the in-house keyboard-mashers. Don't bother with "balance" or "Power Creep" because you'll just cock it up anyway.
Better yet, outsource the "hard" coding to India or China for $1. I'm sure there's a 14 year old over there who could suss out the "spaghetti code" in a day or two.
