I'd swap
Cleave, Great Cleave, Quick Draw
For
Quicken, Empower Heal, Maximise
DoD is enough to rely on for AoE.
Cleaves do not improve single target damage while TWF anyway.
Being able to heal up uninterrupted and for a meaningful amount improves your dps (unless you are beating a portal but in that case you don't want to cleave anyway).

Where the fuck is precision ? Also first blood
?
This is what you should do, feat wise...
Great cleave ---> quicken.
Quick draw (Use cleave) ---> maximize.
Power crit ---> precision.
Harbringer ---> dire charge.
First blood ---> elusive target or epic tactics +2.
Also take out cocoon. Maximized cures are enough for heals.

Incorrect: scimi outperforms khop when you factor in the elven racial bonuses. Also, it's easier to get a ridiculously high DEX score than STR. Elf scimi baby; lern 2 DDO.

I've never found a need to take Dance of Death to Tier 3. Tier 2 is sufficient, saving an AP to be used elsewhere. It's rare the instances you are able to line up 4 mobs in the TWF hit box. It's tough enough to hit 3 at the same time.
