Compared to 3.5, it's so so...

As somebody who's had a bug assigned for 4 1/2 years, I could take a guess...   Grin  When you have 80,000+ bugs, it's no fun to work on the stupid ones, like login hats and power attack toggles.  There's no accountability dictated from somebody who a) knows the game at all and b) can tell the devs what to do.  I'm sure it's been long enough that they're in their own little world now, working on whatever they want.

I think you're giving them too much credit.

The foundation of their culture is:
0) Only the people inside Turbine understand anything. 
1) Turbine is a special snowflake to which programming and management best practices do not apply.
2) It doesn't matter what Turbine's customers think, they'll keep paying.

The issues that plague the players of the game do not plague the developers, therefore they are not issues worthy of attention. 

When a game developer stumbles upon something that irritates them, they address it promptly (for example - Artificer summon bolts went from 100x to 1000x within one week once someone played an Artificer, or Feather's loot revamp that changed the MLs of BTA, Pure Good, etc. because it was convenient for him).

It's completely plausible that the engineers at Turbine haven't worked out solutions to the issues that we see as plaguing the game.
